1. Full Membership is granted to Continental Packaging Federations and National Packaging Institutes which represent the packaging interests, suppliers and users, within their respective countries. All federations and the National Institutes in the developed world pay dues of $1,500US per year. National Institutes from the developing world pay $300US, if a member of a regional federation, and otherwise $500US.

2. Affiliate Membership is granted any national or international body interested in or concerned with packaging, other than the national institute. Trade associations or related technical societies qualify in this category. Dues are $1,000US for those from a developed country and $300US for others.

3. Sustaining Membership is granted to corporations, other organizations, and individuals which provide financial support of at least $1,000US per year to WPO.

4. Associate Membership is granted to individuals and corporations related to packaging which are primarily interested in receiving the six-times yearly newsletter and other material from WPO. Dues are $300US per year.

5. Honorary Membership is granted by the Board of Directors to individuals in recognition of service to packaging and to the World Packaging Organisation.
